Danish Refugee Council, one of the world's leading humanitarian NGOs, is currently looking for a qualified Roving Mixed Migration Project Manager for our operations in Addis Ababa, Dire Dawa and Jigjiga, Ethiopia.

Overall purpose of the role:

Under the supervision of the HOP, the Roving Mixed Migration Project Manager is responsible for the overall management, implementation, quality assurance, and strategic development of mixed migration projects across multiple operational areas in Ethiopia. The role provides leadership in ensuring project activities are implemented in line with DRC's Mixed Migration Policy and Guidelines, donor requirements, and national frameworks, while responding to the evolving needs of refugees, asylum seekers, returnees, IDPs, and other people on the move.

The Project Manager will oversee project delivery across different regions, ensure coordination among sectoral teams and partners, support route-based programming, and contribute to evidence-based programme adaptation and advocacy. The role requires frequent travel to operational areas and close engagement with internal and external stakeholders to ensure high-quality, accountable, and context-appropriate interventions.

Your main duties and responsibilities will be:

Project Management and Programme Quality
  • Lead the planning, implementation, monitoring, and closure of mixed migration projects across multiple operational areas.
  • Ensure projects are delivered on time, within scope, budget, and quality standards.
  • Develop and monitor work plans, procurement plans, and implementation schedules.
  • Ensure activities are responsive to context, evidence, and emerging mixed migration trends.
  • Conduct regular field monitoring visits to support programme quality and accountability.
  • Document lessons learned, best practices, and recommendations to inform programme adaptation.

Budget Management and Financial Oversight
  • Serve as Budget Holder for assigned projects.
  • Monitor budget utilization, spending forecasts, and financial performance.
  • Ensure project expenditures comply with donor regulations and DRC financial procedures.
  • Review Budget Follow-Up reports and implement corrective actions when required.
  • Support budget development, revisions, and donor budget proposals.
  • Identify and mitigate financial risks and support audits and compliance reviews.

Reporting, Grants Management and Compliance
  • Ensure compliance with donor agreements, DRC policies, and applicable legal frameworks.
  • Lead the preparation and submission of quality donor reports and internal updates.
  • Track project progress against work plans, indicators, and contractual commitments.
  • Maintain proper project documentation and grant management systems.
  • Support donor visits, audits, evaluations, and compliance reviews

Team Leadership and Capacity Building
  • Provide supervision, coaching, and performance management to project staff.
  • Strengthen staff capacity through mentoring and technical support.
  • Promote collaboration, accountability, and learning within project teams.
  • Ensure staff understand and apply safeguarding and humanitarian principle

Coordination and Representation
  • Represent DRC in relevant coordination forums, working groups, and stakeholder meetings.
  • Maintain effective relationships with government authorities, UN agencies, NGOs, donors, and local partners.
  • Support route-based coordination and cross-border collaboration on mixed migration issues.
  • Contribute to advocacy and strategic engagement based on programme evidence and learning.

Programme Development and Technical Support
  • Support assessments, proposal development, and strategic planning processes.
  • Ensure mixed migration considerations are integrated across project activities.
  • Contribute to evidence generation, analysis, and learning related to migration trends and protection risks.
  • Work closely with technical, MEAL, grants, and support services teams to ensure programme quality and impact.

Logistics and Procurement
  • Ensure proper and timely updated procurement plan is in place
  • Ensure accountable, transparent and well-documented procurement processes for MM activities.
  • Ensure a proper stock management including clear segregation of duties among the existing staff during emergency response in line with the established policies.

Safety and Access
  • Lead stakeholder engagement at local and regional levels in implementation areas to maintain humanitarian access and acceptance, in line with the Code of Conduct for humanitarian organizations in Ethiopia and humanitarian principles.
  • In close collaboration with the CO Safety and Access Coordinator and the Country Director, ensures that all relevant information regarding safety, security and the context is collected, updated and shared in a regular and timely manner.
  • In close collaboration with the Safety and Access Coordinator and the Country Director, ensure that staff working on emergency responses are informed and operate by relevant safety protocols.

Experience and technical competencies:

Professional technical experience evidencing and demonstrating ability to deliver against the above-mentioned responsibilities:
  • Minimum 5 years of experience managing humanitarian or development projects with an INGO.
  • Strong understanding of mixed migration, displacement, refugee response, and protection programming.
  • Proven experience managing donor-funded projects and complex budgets.
  • Experience in grants management, compliance, reporting, and project cycle management.
  • Strong leadership, coordination, planning, and stakeholder engagement skills.
  • Experience working with government authorities, UN agencies, NGOs, and local partners.
  • Excellent report-writing, analytical, and communication skills.
  • Willingness to travel frequently within Ethiopia.

Education: (include certificates, licenses etc.)

Master's degree in international development, Migration Studies, International Relations, Political Science, Law, Social Sciences, Humanitarian Affairs, or a related field.

Languages: (indicate fluency level)
  • English (fluent)
  • knowledge of Affan Oromo, Aff- Somali and Amharic is an advantage.
