About the role

Overall purpose of the role:

The Finance Specialist is responsible for providing high-quality financial management and technical support to the Consortium Management Unit (CMU) of the Yemen Displacement Response (YDR) Consortium, ensuring effective financial planning, budget management, donor compliance, financial reporting, and coordination with Consortium partners. The role supports the successful implementation of Consortium projects by maintaining strong financial controls, ensuring compliance with DRC and donor regulations, and providing timely financial analysis and support throughout the project lifecycle.

Geographic scope: Country (Yemen)

This role is a Consortium role with a country focus, and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of the Consortium's country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to the Consortium's country operations while overseeing country activities.

The Yemen Displacement Response Consortium is led by the Danish Refugee Council, in partnership with Acted, the International Organization for Migration, and the Norwegian Refugee Council. The Consortium provides multi-sectoral support (CCCM, Shelter, WASH, protection, Disaster Risk Reduction, emergency response) across 11 governorates of Yemen.

Responsibilities:

Role and Main Responsibilities:
  • Lead the development, review, consolidation, and revision of consortium project budgets in collaboration with consortium partners, ensuring compliance with donor and DRC requirements.
  • Provide technical financial leadership during proposal development, including budget preparation, cost analysis, and donor compliance guidance.
  • Monitor project expenditure against approved budgets, analyze burn rates, identify financial risks, and recommend corrective actions to management and consortium partners.
  • Lead budget revisions, reallocations, and realignments throughout project implementation.
  • Ensure effective budget monitoring, forecasting, and financial control across all consortium projects.
  • Oversee the allocation of operational costs and shared support staff costs to the appropriate projects and budget lines.
  • Prepare and present monthly Budget Follow-Up (BFU) reports, financial analyses, and management recommendations to the Consortium Management Unit.
  • Participate in project kick-off, review, and close-out meetings, providing strategic financial guidance to consortium members.
  • Prepare, process, and monitor consortium partner installment payments in accordance with signed agreements and project schedules.
  • Review consortium partners' financial reports for accuracy, completeness, and compliance, and ensure timely processing in the ERP system (Dynamics).
  • Lead the preparation and timely submission of high-quality financial reports to donors, the Consortium Management Unit, and the Steering Committee.
  • Ensure full compliance with DRC financial procedures, donor regulations, and applicable accounting standards throughout the project lifecycle.
  • Lead preparations for internal and external audits, coordinating with consortium partners to ensure audit readiness.
  • Provide technical financial advice, mentoring, and capacity strengthening to consortium partners on budgeting, reporting, compliance, and financial management.
  • Identify opportunities to improve financial systems, controls, and reporting processes within the consortium.
  • Perform any other finance-related duties assigned by the supervisor.

Experience and technical competencies:
  • Bachelor's degree in Accounting, Finance, Business Administration, Commerce, or another relevant field.
  • Minimum of 5 years of progressively responsible finance experience with international non-governmental organizations (INGOs).
  • Demonstrated experience in donor budget development, financial management, grant administration, and financial reporting.
  • Strong experience managing donor-funded projects, particularly with ECHO, and other institutional donors.
  • Experience reviewing partner financial reports, supporting audits, and ensuring donor compliance.
  • Experience using ERP financial systems, preferably Microsoft Dynamics (D365) or similar platforms.

Technical Competencies
  • Strong knowledge of financial management, budgeting, accounting principles, and donor financial regulations.
  • Advanced proficiency in Microsoft Excel, including financial modeling, analysis, and reporting.
  • Proficiency in ERP systems and financial management software.
  • Strong analytical and problem-solving skills with excellent attention to detail.
  • Excellent planning, organizational, and time management skills, with the ability to manage multiple priorities and deadlines.
  • Strong communication, interpersonal, facilitation, and stakeholder management skills.
  • Demonstrated ability to work effectively in multicultural and cross-functional teams.

Education:
  • Bachelor's degree in finance/accounting.

Languages:
  • Professional proficiency in English
  • Arabic (preferred)

Contract length: Till 31 July,2027

Position Band: Non-Managerial (G2) band.

Duty Station: Sana'a, with frequent travel to field locations.

Start date: ASAP

Salary and conditions will be in accordance with Danish Refugee Council's National Terms of Employment.
