DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

Throughout its field offices and a workforce of staff, DRC upholds its main programmatic objectives to provide immediate and life sustaining assistance, to strengthen the protective environment, and to reduce displacement related risks and vulnerabilities by promoting self-reliance at household and community level.

About the Job:

The overall purpose of the role:

Under the supervision of the Economic Recovery Manager, the Economic Recovery Officer is responsible for the timely, effective, and high-quality implementation of livelihoods and economic recovery interventions in Hodeida Governorate. The role leads the day-to-day implementation and monitoring of field activities, including reviewing the feasibility and cost-effectiveness of business plans, overseeing grant utilization, monitoring supported businesses, facilitating beneficiaries' access to markets, suppliers, and financial services, and providing technical guidance to partners to ensure consistent implementation quality. The position also ensures effective planning, community engagement, partner coordination, documentation, and reporting in compliance with DRC and donor requirements.

The Economic Recovery Officer supports FCDO-funded projects and other early recovery and development initiatives through beneficiary identification and referrals, business skills and financial literacy training, business development planning, savings group facilitation, business grant and cash-plus distributions, and post-distribution coaching and mentoring. The role works closely with DRC teams, implementing partners, and relevant stakeholders to ensure successful project delivery.

Main Responsibilities:

Community Engagement & Field Implementation
  • Lead the implementation of Economic Recovery activities, including beneficiary registration, verification, training, distributions, and follow-up visits.
  • Ensure transparent beneficiary selection, community engagement, accountability, and safe referrals in line with DRC and donor requirements.
  • Coordinate with local authorities, community leaders, service providers, and other stakeholders to support effective implementation.
  • Conduct regular field visits to monitor progress, address challenges, and ensure quality delivery.

Technical Support & Quality Assurance
  • Monitor the quality of livelihoods interventions, including business skills and financial literacy training, vocational training, coaching, savings groups (SRFF/VSLA), and cash-plus assistance.
  • Review the feasibility and cost-effectiveness of business plans and support the selection of viable enterprises.
  • Monitor businesses after grant disbursement, verify appropriate grant utilization, and provide technical support to beneficiaries.
  • Facilitate linkages with markets, suppliers, and financial service providers to strengthen business performance and sustainability.
  • Provide technical guidance to partners and review key implementation and training records to ensure compliance and quality standards.

Planning, Administration & Logistics
  • Prepare activity, training, distribution, and movement plans, and supervise assistants, enumerators, and community volunteers.
  • Follow up procurement, contracting, payments, and reconciliations in coordination with Supply Chain and Finance teams.
  • Maintain complete and accurate project documentation and filing systems.

Monitoring, Reporting & Coordination
  • Support MEAL activities, including data collection, assessments, PDM, indicator tracking, and output verification.
  • Prepare timely field reports, implementation updates, and inputs for donor and internal reporting.
  • Identify implementation risks and challenges, and recommend corrective actions.
  • Coordinate closely with DRC teams, partners, and stakeholders to ensure effective implementation and achievement of project objectives.


About you

To be successful in this role you must have:

Experience and technical competencies:
  • Minimum 3 years of experience in humanitarian or development programming, preferably with INGOs/NGOs in Economic Recovery, livelihoods, cash and voucher, food security, business development or related sectors.
  • Practical experience supporting trainings, beneficiary selection, distributions, partner follow-up, community engagement, data collection and reporting.
  • Good understanding of livelihoods and early recovery, Cash plus approaches, including business skills, micro-enterprise and business support, vocational training, saving groups, financial inclusion.
  • Experience preparing workplans, procurement/payment documents, reconciliations and activity reports.
  • Good skills in MS Word, Excel, PowerPoint, Kobo/ODK or similar data collection tools.
  • Ability to draft clear reports and professional emails in English; fluency in Arabic is required.
  • Strong communication, coordination, problem-solving and documentation skills.
  • Commitment to DRC values, Code of Conduct, safeguarding/PSEAH, AAP and do-no-harm.
  • Strong track record of community engagement, participatory planning

Education:

Essential Qualification :
• Bachelor's degree in agriculture, business administration, economics, development studies, social sciences, engineering or a related field is preferred.

Languages:
  • Good English language (written and spoken).
  • Fluency in Arabic language (written and spoken).

Key stakeholders:
  • Supply chain, Finance, MEAL, Grants, Safety, Protection, and Partnerships.
  • CCY, FSAC.
  • Local Authorities, MAI, etc.


We offer

DRC will offer the successful applicant a contract until March 31, 2027, renewable depending on both funding and performance. You must be available to start work as soon as possible and be willing and able to work in Hodeida.

Salary and conditions will be in accordance with Danish Refugee Council's Terms of Employment. This position will be placed at Band (H2 Non-Manager) and will be reporting to the Economic Recovery Manager.
