DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon's focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions. With an annual portfolio of $12million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams.

About the job

The overall purpose of the role:
  • The CCCM/SMS Team Leader is responsible for leading, coaching, and managing the performance of four CCCM/SMS Officers, while providing strategic technical support to one partner organization implementing Shelter/SMC activities. The TL oversees operations across Beirut, Mount Lebanon, the North and Bekaa, ensuring an integrated, protection-centered approach that addresses the distinct needs of all population groups (host communities, refugees, and migrants).
  • The TL leads on liaison with local authorities and line ministries at the governorate level to secure access and facilitate smooth implementation. He/She is responsible for work-planning, procurement tracking, and M&E reporting, ensuring activities are delivered on time, within scope, and against approved indicators.
  • Operationally, the TL provides remote and on-site guidance to the SMC team to lead district-level coordination, build the capacity of local municipalities and community committees, and manage a robust complaints and feedback mechanism (CFM). He/She ensures that community participation is meaningful and representative, with a specific focus on including women, youth, and persons with disabilities.
  • Given the roving nature of this role, the TL is expected to spend at least 50% of their time in the field each month to monitor activity quality, conduct on-the-job coaching for field staff, and conduct context and security assessments to ensure the response remains operationally agile and safe for all team members. The TL will escalate access constraints and protection concerns to the Roving Area Program Manager on a weekly basis.

Your main duties and responsibilities will be:
  • Ensure collaborative and technical relationship with Shelter/SMC sectors and the migrant workers working group at both Sub-National and national levels
  • Technical supervision and quality assurance of SMC activities in collective sites supported with site management by DRC
  • Ensure that care and maintenance needs of shelters are met through services and in-kind support in collaboration with DRC Protection and procurement teams
  • Oversee general project implementation (i.e., progress on activities, budget allocation, and MEAL indicators)
  • Support field teams in Beirut, North and Bekaa offices for smooth implementation
  • Ensure community-informed programming through regular field visits and support and lead escalation of site level burning issues, needs gaps that cannot be fixed at field level to national sectors/ DRC Lebanon country team
  • Ensure appropriate coordination, community engagement and capacity building activities align with sector's strategy
  • Ensure that referral pathways are functional across DRC-supported sites/areas
  • Represent DRC with communities, local authorities, site partners, and other stakeholders
  • Work with IM team to ensure quality information sharing from data collected by SMC
  • Support SMC team on ensuring timely project implementation to ensure achievement of targets, means of verification for each indicator, and budget compliance and expenditure
  • Ensure the tools used for site monitoring and coordination in DRC managed sites are adapted to the changes in context through regular communication with the SMC sub-sector
  • Provide SMC capacity building through session or on-the-job coaching to various stakeholders and be able to adapt approaches and contents to different targets
  • Ensure SMC programming is community-led and incorporates genuine community feedback and engagement throughout the project cycle
  • Work closely with Protection team leaders to ensure Protection mainstreaming in DRC's activities and to ensure coordination on safety audits and distributions in the sites
  • Perform any other duties assigned by the Roving Area Program Manager to advance DRC's interventions
  • Lead the technical component of data collection exercises as relevant: solutions intention and actions surveys, satisfaction surveys, site monitoring, etc. And ensure site-level collection of data is up to date


Support and Representation:
  • Coordinate and maintain constructive relationships with other local government institutions, local NGO partners, other international organizations, in coordination with the other DRC team members
  • Attend relevant sector meetings and working groups (Shelter, SMC, WASH, Social Stability)
  • Ensure DRC's principles and approaches to emergencies are integrated into the response


Site Management Coordination and Representation:
  • Represent DRC with migrant, refugee and local communities, ministries and local authorities, Shelter/SMC and Protection sectors, the migrants working group, site partners, and other stakeholders
  • Foster collaborative relationships with local authorities and humanitarian community to facilitate the implementation of activities
  • Attend and facilitate meetings with stakeholders, such as local authorities, Clusters/Sectors and working groups, NGOs, INGOs, UN, and IDPs, including translation of meeting proceedings and provision of relevant meeting minutes

Information Management:
  • Ensure data being shared on the behalf of DRC SMC is informing with quality and relevant data sources
  • Design, validate and ensure smooth implementation of SMC tools and platforms
  • Be the focal point for national sector at all levels, and ensure validation of data being shared before it's shared


About you

To be successful in this role we expect the following:

Required
  • Diploma / bachelor's degree required (civil engineering, architecture, sociology, anthropology or another relevant field
  • At least 2 years of SMC/CCCM and/or Shelter experience
  • At least 1 year experience in community engagement
  • Robust understanding of project management lifecycle to be able to support rolling of activities
  • Good computer skills especially in MS Excel
  • Experience in working with Kobo and basic data analysis
  • Professional working proficiency in English and Arabic

Desirable
  • French, professional working proficiency
